The Importance of Dantology
In consequentialism, you're looking at the outcomes of a decision to decide whether it's good or bad. Dantology just means like you basically set up a bunch of moral rules and you always have to follow those rules no matter what. Governments worry that mandatory vaccinations would set a precedent for changes that people will be even more uncomfortable with. They'll run strong information campaigns encouraging people to take the vaccine without ever making it mandatory in law.
