The Importance of Evaluation in Policy Design

In the U.S job training programs recently there's a lovely review that John Barron was involved in which did randomize trials of 10 job training programs. But only one had a sustained impact on earnings at the six year mark. That's a little depressing for program designers but also a reminder that improving outcomes through job training is hard. Good impact analysis starts at the program design level, ideally with allocating people to treatment and control group or thinking about a suitable natural experiment. And it doesn't have to be excluding all the people in the control group.
