The 14th Amendment and the State's Role in the Welfare State
All of Wisconsin law directs people to DSS, which is what the facts here bear out. Rancuis doesn't see this as a necessary function of the state. He thinks of the 14th Amendment as something that applies to like when you're in police custody,. To him, cops and the carceral system are necessary functions of theState. But a state apparatus designed to monitor the well-being of children isn't.
