When people are not included in the process, it's tempting to simplify your expectations in terms of performance. For for a large part of chinese citizens, that is a kind of he default expectation. As long as the economy is doing well, as long as there's still some hope of inmability for the individual, that is enough to generate at least some portion of legitimacy. And so i think that it can be a liability in terms it sets the bar higher, but it can also be seen as a healthy expectation from a regime control porspective.
