Every once youre lockut again once you're locked. And you're kept from going all out and limiting your violence to what society allows. So have urges that are bad, have urges that you have to check. Yet, i think it can even be, in the beginning, a tyranny, because he does talk in 17 so a second time at shaping of a population into a fixed form.
