Decriminalization of Drugs in Prison

Portuguese government decided that arresting people for using drugs wasn't solving the problem because it stopped addik seeking medical help. There were fears that de criminalization could lead to an explosion in drug use, but over all, it didn't. The proportion of prisoners sentence for drug crimes fell.
