Torenscent, Maesters, and his half brother Brandon, and talk and go there's messages went back and forth. There were some arranging, some deals, some talking. I think Torens wanted to make sure certain things would be left in his decision. Certain considerations related to winter, related to their ultimate responsibility was likely kept in hand.
