Ephesians was likely written to a whole number of churches in a region in and around Ephesus. He begins with this praise poem to the God whose story is revealed to us in Jesus. And so he talks about this God who is three in one who is a community within God's own self. Paul: "He has both created and invited and redeemed and saved a people for himself"
