The Prepaid Physician Group Model Would Have Been Dominant
The employer provision, it's going on since the beginning of the IRS after 1913. They had decided that if companies were paying for benefits for workers, they could write it off. It started being looked at more heavily in the 40s and early 50s because policymakers realized there was a huge potential tax revenue loss.
