Qatar moved the World Cup from summer to November and December. The heat index is 91.4% Fahrenheit in direct sunlight with a light breeze. In mid-summer, it's over 100 degrees average high temperature for Qatar. If you're working out there, that can add another 15 degrees Fahrenheit or so.
