Is There an Alternative to Test Pipie?

There will be a new up loadapi to replace the existing uplod one. This should enable things like draft releases, where you can review pip that's in a draft state and practise installing it before actually publishing it. Test pipe is kind of weird because we didn't have a great test sweet with the old pipie. So i think this'll be a better used case. And sort of consolidate to use pipe yite for everything. We can eventually shut down test pipe, ye, because it's not as useful as it could be.
