Students are actively choosing where they want to go base on the education opportunities offered. When they're not offered, they're taking it to the top to say, do come in and investigate this. A single mother sent a letter to the school superintendent at flandro saying that she had no other option but to send her three boys there. The students have an expectation that the schools would serve them.
