The size and wealthy the Athenian Empire played a large role in defining the character of the 5th century BC. The acquisition of its maritime empire greatly increased Athens' wealth. Democracy was not entirely dependent on empire though, but it certainly seems to have received its impetus from the surplus funds generated by imperial tribute.
