In Australia, there's a real push right now for a so-called ICAC, an independent commission against corruption. This would be an unelected body that has oversight over the entire federal government. The bureaucrats who are the government to some extent cannot be removed easily by any election. Elections come and go, politicians come and go but the bureaucratic apparatus remains in place.
