Wetland Mitigation Banking
No matter where you are in the country, you would have the opportunity to participate in mitigation banking. But if it's not possible, a often either, then the developer would have to do the mitigation themselves. Many places allow what are called 'inloo fees' for developers who can't find credits to buy. The government will accept a payment of some amount that they calculate u that would ideally be the equivalent to go to that mitigation somewhere.
