Do You Think Hobbs Was Right?
Hobbs thought that the international order would always be anarchic and always be a sort of dog against dog, or cat against cat. I think we have to bear in mind that it is possible to move beyond war as a way of settling differences among nations. Now we can use other means. International law, which has become very important since 19 forty five, is used more and more to try and settle disputes nations. The possibility is there. But what we also have at the same time is the possibility for war.
