Parkley is a private prison, but it obviously has to abide by the new south wales government's regulations. So who is culpable? And how is this likely to play out? It's another one that's made a lot trickier by it being privatized. Let these are people that are meant to be under the care of the state government,. even if they've outsourced some of that job.
