Is the Return on Investment a Good Thing?

There's this sense in which government efficiency means waste. There's a lot of things that government is really good at and we haven't invested in those things. Once you start looking for tax evasion, you find it and you get money back from those people. But like the return on investment has never been part of the calculation. It's only been about getting out waste for auto abuse. The easiest thing to prosecute is what they choose to detect and prosecute.
