The Politics of Punishment

Political economy is about how much effort does it take to achieve a political purpose. If you're doing it in a public spectacle, there's too much risk of the public rebelling against that. And so why the thing shifted is all about these calculations of political economy. It was just because this is supposed to be a massive deterrent and it didn't work.
