Is a Jaffe Cake a Biscuit or a Cake?

In 19 73, there was this introduction of v a t, which is value added tax for specific items. Jaffekiks were like free. They didn't have to charge any v a t from the introduction of it until 19 91. And then suddenly the tax authorities in england turned round and were like, hum, we're not sure about this. So here in lies the dilemma of, is a jaffe cake a biscuit or a cake?
