Code Law - Wiggle Room in Law

Code can have just as much wiggle room in it as human written laws does. It's just you have to be specific about where the wiggle room is. What was really missing here is an ROA or record of authority, which basically is how Amazon can say these IP addresses will only ever be announced from Amazon's ASNs. And cryptographically ensure that their networks don't get hijacked. A lot of cloud providers are not doing that yet. That's why BGB hijacks are still a thing.
