The fine and the sanction is not deterring future behavior. In the case of michael saylor, it definitely did not. Almost anybody who goes up against the s c gets a lawyer who is a former c c enforcement attorney. They almost always go to work for white collar firms - probably the one they worked at before they went to the c. Why? They know how to talk to theirbodies who are still there. And i think that's just how it works in this political organization. It's depressing yet more so when you're talking about what th e action begets an action.
