When the family declines, then what that does is puts more of a burden on government. But here's the catch: Right when tax revenues are declining, the needs for the government to provide are increasing. The baby boomers and the generation ahead of them had fewer children than younger generations below them because they didn't replace themselves. And so now all of a sudden millennials, Gen Z and Gen Alpha, will have to bear the burden for aging parents and an aging generation.
