Is the Force Unbalanced?

Anakin Skywalker, who brings balance to the force, that suggests it is unbalanced up until that point. That would imply that there's something unbalanced about the Jedi at that time. I think there's like a couple, I guess the Knights of Rand, there's a couple of groups that are kind of running around that have some force presence, but it is un balanced.
