The Importance of Chapter Division in Romans 13

Paul wrote Romans 13 and the whole book of Romans to Christians who at the time were suffering under a Hitler-esque ruler, one of the most vile evil rulers the world has ever known. The last thing Paul is doing in Romans 13 is telling these Christians under the oppressive torturous reign of someone like Nero that God wants them to celebrate Nero. It's not about cheering on our nation when it goes to war against other nations or when it uses the sword in an unjust way.
