The Standing Committee in the Politburo
Julian Zelizer: The biggest kind of institutional outward-looking event that happens at this Congress is the appointment of the standing committee in the Politburo. It gives us a sense of maybe to some extent the priorities or the shifts in terms of what this particular regime is trying to either signal or actually pursue in terms of policy, he says. Zelizer: There doesn't seem to be the same kind of balancing representation of different factions within the party as we might have had in the past. And so I think for me, the takeaway is nothing will change. We don't regret any of our past policies and we want to continue them in the future.
