The Hands for Bullet Scheme
The Chicote whip was the primary disciplinary tool in the Congo Free State. The Belgians under Leopold whipped more people to death than any other regime in history. By World War II, Belgium required 120 days of labor per year for each adult male inhabitant of the region. Whips were also critical to the French colonies as far back as the 1700s when a visitor to the French Antilles noticed that the use of whips was excessive and barbarous.
