Formerly state owned firms and resources in Eastern Europe is kind of the equivalent of the China shock here in the United States. Some insiders who picked up hugely valuable factories or resources on the cheap turned out to be con artists. And even the ones who weren't con artists turned into oligarchs with their ill gotten wealth, some of which they laundered out of the country.
