The question is what are the proper bounds of secrecy when it comes to public engagement, and what's per element of adversarile representation on the other side of the government. One solution would be to have ress past those broad procedures,. If you look at some of the minimization procedures and targeting procedures that apply to these broad programms, they don't look like court legislation. And there's a good argument that they should be lost, administrative or not.
