The regulation of wice is at the heart of european colonial state building. Diana wanted to figure out a way to complicate the standard ways in which we think about the state's regard towards the kind of putatively underground, illicit aspects of colonial life. There was a sort of inner life to how governance was thought about regarding this commodity and its consumption that i really wanted to pull out. It complicates the way that we think about more confident, kind of domineering colonial states. This is the state in its moment of uncertainty,. Anxious about what exactly it's doing, how it's governing.
