Are Claims Not Evidence?

Matt Delahoney is famous for saying that claims are not evidence. John Sutter says he doesn't really know what the quote means, but thinks it's a sign of confusion among some Christians. He says Matt may be trying to say: What best explains this piece of evidence? The fact that there were these men who made the claims and then said they'd seen him risen would still be evidence.
