It's really hard to use education to change deeply seated cultural norms. So the problem is, and I'm reminded of the centrality of role of internalized mores for Jean-Jacques Rousseau. That was quite a while before Adam Smith published The Wealth of Nations. But it's exactly the same kind of view that determines the ability of the nation to function.
