The Gallic Empire was not necessarily as united as some of the rhetoric would have it. Some equestrian officers during this period who command the auxiliary units in Britain and in Gaul, are locals who have come from that region. Having an emperor in your region then benefits that area. But as we saw with the case of Altun, it's not a case that everyone is happy.
