How to Start a Conversation Group

Pro active means you don't wait for some one else to invite you. You decide, i will make my own english conversation group. Maybe it's just one person, maybe it's just e two or three people. But the point of the group is to give everybody practice opportunities for speaking,. So do you make a good group? Because what happens is, sometimes people make groups, but then nothing happens, right?
