Where Does the Burney Movement's Energy Go?

There's this little contradiction that i can't wrap my mind around on the left. I feel like movements need strong leaders to give people a spark and get the ball rolling. But at the same time, whenever there is a strong leader on the left, overtime, that galitarian sentiment on the left sout. So do these movements have to be bottom up? Can they be topped down? And where does that burniy energy go? Right? Well, that's another really important question.
