Interest rates until two weeks ago were set at the zero bound. Because interest rates are so low, stock investors were willing to lower their required rate of return. If you're investing in a company that is highly dependent on commodity prices, and so it doesn't really have a control over its key input cost, then you're going to use a higher discount rate. But that's a personal decision.
