In 1958, the U.S. was trying to catch up with Russia's development of a nuclear-capable intercontinental ballistic missile. The Soviets had already developed an ICBM that they could hit us with if nuclear war ever broke out between them. NASA purchased 12 Thor missiles from England and used them as boosters for their new rocket program. In 1959, President Eisenhower signed a bill changing the NACA Association into the National Aeronautics Administration.
