Is He a Great Fit to Lead an Intelligence Organization?
He was a kind of guy who tended to react very emotionally and to see the world in very stark kind of mannequin terms. The war department had come to the conclusion that it needed its own independent capability to conduct espionage. Rambach looked at this as an opportunity to create a capability to rival the OSS so that we don't have to depend on them for our, you know, secret intelligence. And I think that's more what happened with Rambach than anything else.
