Is This World Cup Too Late for Belgium?

Every four years, you're trying to think about who's the Dark Horse for this tournament. But I'm never quite sure what Dark Horse means. Is it somebody who can win it, or is it someone who unexpectedly gets to the quarter finals? This time around, there are two standout favourites, and that's Brazil and France. And then beneath them, there is a clutch of half a dozen teams that all look relatively strong. Who might end up in the semis that would shock everyone? I don't think. Or even the quarters. Costa Rica made the quarters in 2014 and got to within a penalty shoot out of theSemi-Finals at last year's World Cup.
