Congress passes a law, and the administration sets about implementing that law. They have generally strict timeframes that are set by a particular law. And then they also are required by law to follow certain statutory guidelines in issuing regulations. So if you think about the administration filling in the details around the law, generally what they do is they issue their plan through a proposed rule.
