Sam Rayburn was the majority leader of the House, soon to be the Speaker of the House. He idolized Franklin D. Roosevelt; on his table back home in Bonham, he had two pictures of Robert E. Lee and FDR. But Johnson persuaded the White House and persuaded Roosevelt that Rayburn was really against Roosevelt. To get it, he really betrayed Rayburn.
