Is There a Difference Between Pre Merge and Post Merge Code Review?

The core of it is really that you want to make people feel empowered to merge cor that is incomplete a we want amost partially completed work. I've been thinking about doing post merge code review and how it helped them increase their cycle time because they weren't waiting on reviews. But i think there's also some, i still have some reservations about getting cold into master without a proper review before it gets accepted. So at least for this class of changes that are related to infer structure, that are very difficult to revert, i think it makes sense to do before the fact reviews.
