Academics have incentives to come up with ideas and prove they work, but just well enough to get published. But firms and policymakers are good at commercializing proven concepts. Stephen: There should be room for an NGO or nonprofit to take the massive insights that are coming out of academics and nudge them along until they're ready for commercialization.
