The all important port city was technically within the boundaries of the viceroyalty of new granada, had been for nearly a century. Most wanted to join themselves to peru as soon as san martin liberated it. While a few others did prefer columbia, possibly suspecting that with their capital located in hard to reach bogota, might actually be enhanced. So sucrey and his men were welcome. But the pro peruvian faction kept their eye on the young columbian general. Sucrey made an initial attempt to start clearing out the road to quito in the summer
