The Premier League Is Not Being the Devil's Advocate
The Premier League is a limited company which has got 21 shares. It doesn't have 13 rights from anything, other than the competition itself and 20 shares - each of which is given to whoever happens to be in the top flight that season. And so they're actually getting after one of their shareholders. But the thing is one of 20. And I'm not sure that there's going to be an awful lot of sympathy from the other 19 shareholders. If Manchester City are sanctioned by a very hefty sanction, which goes way beyond the fine because the fine would be meaningless,. it would send a message which in some ways, would be extremely positive about the league.
