What Pope Francis Says About Penal Laws

Penal law is designed to redirect a wayward person towards the good. And that's genuinely how I think about penal laws. It exists for justice for all of us to repair scale to reform. The church has now outlined bishops must begin to develop an escalating set of penalties and must apply them in an escalating sense set of criminal and moral failures.
