The Importance of Resetting the Record
Rand Paul: Recidivism rates are far lower than the overall population of people who came out of prison yesterday or have a criminal addiction. He says we should be very careful when talking about if you're in the labor market looking for work, not letting statistics that are driven by individuals like that drive your perception of what recidivism looks like. "I do think we have to have a more active conversation about what to do with individuals who are, you know, having mental health issues," he says.
