What Are the Difference Makers of Human Actions?

The key principles cause closure of the physical world and this causal exclusion principle are less compelling if you think about causation in these difference making terms rather than just implementation terms. Even libit himself sort of conceded that the neuroreadiness potential isn't quite a difference making cause of the resulting action because he recognized that a subject is still able to abort a consciously intended action even after the initial readiness potential was already in place. If we're looking for the difference makers of any particular person's actions should we look at the detailed physical brain states or should we at least often look at the psychological mental or cognitive states that the person has?
