The Deterrence Theory of the Cuban Missile Crisis
I started as a convinced believer in deterrence and I made up a list of crises about which we had some evidence. In any number of these cases the defending side had behaved as deterrence theorists said they should and they were still challenged. This was enigmatic to me and I thought about it and I look for ways of reconciling the outcome with the theory. And then one day on the handball courts on the west side of Manhattan I had this epiphany maybe there's something wrong with the Terrence theory not with the people that practice it. So I went back looked at the data working through and decided I think I'm on the right track here.
