Some people will not voice anything because they're fearful. If you've got an opposing view, the organization has to set the stage or build the scene. Let's be silent for at least 30 seconds after someone speaks and have total listening. The third thing is patience and safety. if a manager creates an environment of safety then the actual process of productive conflict will work.
